The programme is structured across five interconnected pillars, starting with visible beautification and scaling to a fully financed development programme.
A town, a corridor, a programme.
Berbera is a coastal town of 240,000 people on the Gulf of Aden — one of the world's most important shipping lanes. It has a functioning deep-water port, a historic Old Town, and a loyal, educated population. What it lacks is the infrastructure its people deserve.
This programme starts where people live: the waterfront promenade, the tree-lined streets, the restored Old Town facades. Visible, affordable, and achievable in 36 months.
As investment flows, the transformation scales: clean piped water for every household, 100% solar electricity, a 320 km pipeline delivering water and opportunity to the Sheikh highlands, Burco, and 80,000 hectares of high-value farmland.
By 2040, what started as beautifying a street corner will have become a USD 1.5 billion transformation — financed by AfDB, the World Bank, and IsDB — that employs 95,000 people and feeds the Gulf.
Beautification begins
