Six Immediate Programmes

Each programme is independently fundable, implementable, and visible to citizens.

Waterfront Promenade
3.2 km · Gulf of Aden seafront
USD 4.2M
18 months
  • →Paved pedestrian boardwalk — 3.2 km end-to-end
  • →Shaded pavilions every 400 m with seating
  • →Upgraded fishing jetties (×3)
  • →Night lighting — 100% solar LED
  • →Planted coastal buffer (salt-tolerant species)
  • →Cycling and jogging path lane

The Gulf of Aden seafront is Berbera's greatest public asset. A promenade transforms it from an underused edge into the heart of public life.

Old Town Regeneration
Historic quarter · 28 ha core
USD 3.1M
24 months
  • →Heritage facade restoration — 120 buildings
  • →Cobblestone laneways in pedestrianised market core
  • →New covered market (300 stalls, passive cooling)
  • →Wayfinding, signage, heritage interpretation
  • →Public art programme (local artists)
  • →Tourism information centre

Berbera's Old Town is an architectural record of coastal Somali and colonial heritage. Restoration creates a tourism anchor and neighbourhood pride.

Street Tree Programme
14 primary streets · city-wide
USD 1.8M
12 months
  • →6,000 shade trees (neem, acacia, tamarind)
  • →Raised tree pits with drip irrigation
  • →Median planting on 6 primary roads
  • →Roundabout landscaping — 8 intersections
  • →Community nursery (establishes 50 permanent jobs)
  • →Species selected for 45°C heat tolerance

Shade is critical comfort in Berbera's climate. A single mature neem tree cools a 12 m radius by up to 4°C. 6,000 trees changes the walking experience.

Public Squares & Parks
7 neighbourhood squares
USD 2.6M
18 months
  • →Berbera Central Square — flagship 1.2 ha civic space
  • →Hard + soft landscaping, fountains (×2)
  • →Children's play equipment (×6 locations)
  • →Sport courts — basketball, football, volleyball
  • →Evening lighting, market kiosks
  • →Neighbourhood squares in 6 residential zones

Every resident should be within 500 m of a public green space. Seven squares across the urban area achieve this across all residential zones.

Street Lighting
2,400 solar LED units · full coverage
USD 5.8M
18 months
  • →2,400 solar LED streetlights — full town coverage
  • →Heritage lantern design for Old Town streets
  • →100% renewable — zero operating cost/yr
  • →Port access roads: high-mast safety lighting
  • →Smart dimming: 50% after midnight
  • →18-month phased installation programme

Lighting extends the productive hours of every public space. Safety on port access roads supports 24-hour logistics operations.

Coastal Clean-up & Drainage
Storm drainage + coastal waste
USD 3.4M
24 months
  • →Storm drain lining and upgrade — 22 km
  • →Coastal waste collection programme
  • →Shoreline revegetation (mangrove planting where viable)
  • →Four community recycling hubs
  • →Beach maintenance programme (year-round)
  • →Coastal pollution monitoring stations

An uncleaned coastline undermines every other investment. Storm drainage prevents the flooding that currently closes streets after rain.

Berbera Waterfront — 2030

The Gulf of Aden seafront is Berbera's greatest public asset — and today it is largely inaccessible, strewn with debris, and unlit at night. The 3.2 km promenade changes this completely.

From the port gateway at the east end to the fishing village at the west, the promenade connects heritage mosques, fish markets, cafés, and parks in a single continuous waterfront experience.

Delivery Approach

Local procurement mandate

60% of all construction contracts to be awarded to Somaliland-registered firms. This is a condition of the programme, not an aspiration.

Community employment first

Construction labour preference given to Berbera residents. The community nursery and maintenance programme create 50 permanent green jobs post-construction.

Phased sequencing

Promenade and lighting begin first — maximum visibility. Old Town and parks follow. Drainage runs in parallel to resolve flooding before planting.
